You would possibly have jurisdiction issues. Moats lived in Frisco, the hospital in Plano and he was in Dallas for only a few blocks depending on the road and direction he was traveling. I honestly have not heard of police in the DFW area being too keen on escorting people rushing to a hospital.
About 18 years ago when I worked in downtown Dallas one of my co-workers went into what appeared to be early labor. She lived in Ennis which is about 30 miles south of Dallas and did not want to go to a Dallas hospital. My boss looked at me and asked how quickly I could get her to Ennis. My response - 15 to 20 minutes if I don't get pulled over. He said "GO" and I hauled butt downstairs to get my car and pull it over to the back dock to pick up my co-worker. I was met by bank security on the dock with my employee and another co-worker. Security informed me they had contacted DPD, Dallas County Sherriff's and were contacting Ellis County and Ennis Police to let them know I was on the way with a medical emergency and requested a police escort (the security officer was on the radio with security dispatch who was on the phone with DPD and wanted to know the route I would be taking out of downtown). I NEVER saw a cop but then I was possibly a blur - on the highway let's just say I was way over the speed limit with flashers going.

Just watched the video this morning wow I have to say I am amazed that Mr. Moats kept his cool through this ordeal as well as he did.
and now, according to the Dallas Morning News' Crime Blog, the officer who pulled him over, Robert Powell, is being investigated for possibly tampering with a police report.
Cop should be fired! Having common sense is not only a part of life but of any form of employment and I dare say a higher priority skill for those in law enforcement.
Sadly, the good old copper union will back this moronic badge to the hilt.

this is where it gets tricky. Depending on here Moats exited the North Dallas Tollway depends on if he was actually in Dallas city limits or not. There's 2 ways to go to the hospital from the Tollway and one of the routes puts you in the Dallas city limits by only a small margin - 1/2 the width of the road. On the tape near the end when the Plano officer is speaking with officer Powell, Powell states he was traveling eastbound which would have put him on the Dallas side of the road. So he could have technically ran the light on the Dallas side of the city limits. Up in that area of Dallas you can actually be in the Dallas city limits but in Colin county (instead of Dallas county) thereby having lower insurance rates because Dallas county rates are higher than Colin. It can sometimes be really confusing.

If you listen to the tape early in the stop the cop does ask dispatch to verify their story. I don't think dispatch ever responded (unless that's the reason the nurses came out)
That being said you're right - he would have been shot.

When the officer realized what was going on, he should have let it go, that was his mistake.
I think it was a power trip, not racism. I think that if any officer was chasing a car at 1:30 in the morning that refused to stop,then when it did people jumped out, a gun would be pulled, white or black.
Cop did right thing in the beginning, but when he was not treated with respect, he got an attitude and became a jerk.
The Moats family was distressed and last thing they were concerned with was the officer's feelings or treating with proper respect, which is very understandable.

It's really quite simple... Moats was DWB.
Years ago we lived in a town in Wisconsin in which many athletes lived, Bucks, Brewers, etc. And even with the awareness that some people who were pros were residents, any pro who dared to actually drive his own nice car through his own hometown would aften be pulled over for nothing, just DWB.

from the way it looked to me - from the moment the officer turned on his lights it appeared as if Moats flashers were on. According to Moats (and yes I realize he could be lieing) he had the flashers on when he stopped at the light. The "chase" was only 20 seconds before he pulled into the hospital campus and/or the street the hospital is on and a total of 1 minute before the officer stopped his car.

What some of you seem to fail to realize is that racial profiling DOES exist in Dallas. Racism DOES exist in Dallas. The only thing the police officer didn't do is end his "shut your mouth" with the word "boy". You've got a rather upscale neighborhood, predominately white and a SUV with blacks drives thru? Please. Has anyone but me bothered to watch the video of Dallas Police Chief David Kunkle's apology - he is clearly unhappy about the whole incident. DPD Chief's don't just apologize in a news conference for the hell of it.

Ryan Moats used to play for the Eagles and he was a very nice young man, met him at several events. It's a damn shame that he had to miss his mother in law's last moments. Thank god his wife got there in time. This officer is a real tool imho
